To select your size, use your waist measurement only. These have a generous amount of fabric in the skirt, so plenty of extra room for hips.
If you would like this skirt to be a shorter length, please let us know in the notes to seller upon checkout the measurement you would like yours to be made from waist to hem - making it shorter for you will be at no extra cost.
